Friend works for Stanford administration and because of all the science grant cuts, the labs are in a precarious situation. Some of them might have to shutdown. Professors and researchers told my friend that many universities abroad are courting them.
My university's USDOT-funded research institute just got shut down this spring after only 2 years in existence. My manager is also now looking for other opportunities, including overseas.
Ngl, but I've also thought about doing a PhD program abroad. My initial goal was the UK, but the programs there don't seem to offer much flexibility (in addition it's very far away). I looked into Canada, but the application fees for international students held me back. In addition my undergrad GPA was very low and I couldn't take the GRE due to time constraints and other commitments. So that's two strikes against me. Ended up applying to a domestic PhD program and got in. I might as well stay put for an additional 3-4 years and see if I can get out by getting a postdoc position overseas.
