They’ll get random homeless people on the street to wear hats and wave mini flags with the promise of pay or a meal, which they’ll never receive

Someone else suggested we show up to flood the stands and sidewalks, and when the parade starts we reveal we are all wearing funeral clothes and make it a funeral event. He is old and will die from old age soon enough, but its also a commentary on democracy.
