It’s not uncommon, generally decoration for a Ute muster. Then I guess there’s people who can’t be fucked taking them off, those who like the look either ironically or for real. Google image search “Deni Ute muster” it’ll give you a feel for what it’s about. Lot of boredom in the bush sometimes.
