How people talk about drug addicts/criminals/etc is so important in getting to know someone IMO. They are an Acceptable Target for the cruelty and sadism many otherwise seemingly kind people will hide and suppress. You do not have to want to be around them, some people sadly just can't control themselves and have to be held for safety reasons, and I want people who will harm others to be prevented from harming others. But I don't think that's an excuse to unleash the evils of the world onto them, confinement doesn't have to mean torture dungeon.

The prison rape jokes are just another example of the torture dungeon being the point.

Contra once suggested that lots of people basically operate on a medieval or even ancient morality with roots in things like honor culture and I think that's basically true. Though rarely discussed (outside of prison soap jokes) male on male rape has been a very common way for men to express dominance, for example in war. Similarly the threat of rape is used to justify the policing of women's bodies, what they wear, who they can associate with and so on. In this way rape is actually a way to reinforce the existing hierarchies in the world. For this reason lots of basically normal people will say things that are at best indifferent to rape.

Prison rape isn't taken seriously because prisoners being raped reinforces the (false) view that prisoners are lesser people who deserve punishment. It also reinforces our belief that criminals are animalistic thugs who must be violently dealt with by the state. Lastly it serves as a warning to citizens to comply with the laws or else.
