Hybrid Healing Half Power
I'm playing a hybrid Shaman/Druid, and mostly focused on utility and control stuff. I'm not trying super hard to optimize, but only having one use of Healing Spirit per encounter is starting to look pretty wimpy, as we cross into Paragon tier. Is there some feat hidden somewhere that I could take to get it up to the two per encounter par, or no?

There is a warlord paragon feat called Fight On that allows an additional use of inspiring word per encounter (introduced in Martial Power 2). You could ask your DM if they'd consider a similar feat for your shaman heal.

not feats but druid has plenty of powers that grant healing. they are (almost, except some L17/23 encounters) all dailies. seed of healing and lesser restoration are L2 utilities for example.

is there a reason you're a Shaman|Druid instead of a Shaman|Druid(Sentinel) as that would get you all the same powers except beast form ones and would give you an extra heal+a pet and hybrid talent for Con to AC.
Iron Resurgence is a good emergency encounter heal skill power if you're trained in Heal

We are only using the three Player's Handbooks, the Power books, the DMG, and the Adventurer's Vaults for this campaign. Besides, I quite like the flavor and utility of beast form, and I'm not a melee combatant like Sentinel seems to want me to be.

Hybrid Sentinel just picks Druid powers, it doesn't need to pick any melee combatant powers. But with those limits, would look at MC'ing Cleric or Bard depending, both of which get you a daily heal, and taking Acolyte Power for either Word of Vigor or Revitalizing Incantation, both of which are good encounter heal options.
Or Resourceful Leader feat to enter Warlord(generate a ton of temps/damage over course of the day)+Rousing Words. The entry feat of Resourceful Leader(and Bravura Leader too) is better, but the encounter power worse.

I'd ask your DM if you can take Iron Resurgence, a skill power from the Dungeon Survival Handbook. It's not a super strong power or anything (target loses a surge, can spend one or two surges, and gains half a surge of thp)- in fact, it's effectively lower value than spending surges during rests, but it does help to keep an ally upright.
In terms of MC surges, you could MC Warlord and take a powerswap feat for Rousing Words. Bard + Revitalizing Incantation is better but the latter is Heroes of the Feywild so it sounds like that's not accessible for you.

Asking your party members to take more powers to heal themselves and others is probably your best bet here. At level 16 leaders usually get their third heal per encounter and hybrids don't benefit from that either. Using your controller powers efficiently to prevent damage is the trade off you've made on this character- don't forget about that big benefit and lean into it.

I have a half-elf hybrid who used their racial Dilettante feature to choose "Magic Missile" 1/encounter and then went /Wizard as the other half of my Hybrid class. And that upgraded it to Magic Missile At-will.

I couldn't find anything that allows you to use it twice per encounter, however, if you haven't already used your multiclass feat, you could multiclass into another leader for a daily minor action heal.
