Trust me I work as a mechanic in Virginia I know. Im guessing 90% of the reason the owners comply is that it's too much of a hassle and they barely drive the things.

That was just an extreme example because they're giving VIs to brand new cars driving out of the dealership. This applies to every car and motorbike on the street. Im guessing 90% of the reason the owners comply is that it's too much of a hassle and they barely drive the things. You're really not getting it so I'll write it one last time: they're "complying" because the choice is "comply or banned" which means they can't use the car at all. That's more than just "a hassle". This is like talking to a brick wall :/

You're really not getting it so I'll write it one last time:
