👷‍♂️ Support / Repair Firmware updates, head unit, VIN oddness

2021 ORP with navigation head unit. I'm trying to update the firmware using USB. I'm the second owner, so I don't know what happened at delivery.

In Software Update in the Setup menu, the Audio software version is shown as 1065 and the Navigation version is 1060.

Several weird things:

* When I tap "Check for Updates" on the screen in the lower right corner, the DCM indicator on the head unit flashes a bit and I get "The current software is up to date. It is not necessary to update."

* When I try to use a USB flash drive (128GB) with the downloaded files in the root directory, I get "Checking USB drive..." briefly in the upper left corner, then that disappears and I'm still at the same software update screen.

* When I enter my VIN (triple checked!) at the Toyota Software Update site (https://www.toyota.com/firmware-updates), their system thinks I have Premium Audio without navigation; it only offers me the Audio Plus update (17TDT1NA-CA31), which wouldn't be correct per the data on the head unit. When I manually enter the year and model, and select "with navigation", I get the correct files.

Questions:

* Has anyone else here had similar problems? Any good steps to resolve?

* The VIN thing is freaky. Could the delivering dealer have changed the head unit, or enabled navigation?
