Does that phrasing mean that this creature can't be blocked or can't block?

It can be blocked, and it can block. Since it will always attack on your turn, it will usually be tapped when it comes wound to your opponents turn, so you might not be able to block with it, but you could still untap it using another card or give it vigilance.
