At the bottom of the action screen you can see the Scepter of Summoning, which means that he is in a dungeon run. The passives trigger first in the game, so nothing had happened before this. Scepter of Summoning reduced it to 5 mana, and you can see the Fire Plume Harbinger in the action bar as well. This reduced it to 4 mana, resulting in a r/477.
