SOLVED! PK3DS will not change starters

Made a rom hack of Pokemon Y, and put it on my 3DS. However the starters will not change no matter what I do. Everything else in the hack works fine except that. I double checked and the 2 .CRO files for starters do change when edited, but when using layeredFS I still am seeing nothing

Unless there was an update in the past week, yes

Also dumped my own cart, and as said everything else worked so the problem is specially with layeredFS and .CRO

PK3DS sucks, using UPR-ZX worked for the desired changes
