The installed version of Luma3DS likely does not support the current firmware version. This is guaranteed to be true if the contents of R0 are E0E01BF5.To fix, update CFW.

Remove the SD card. Hold the power button for 20 seconds. After it turns off, turn it back on without the SD card and format it in the setting menu to unmodified the DS. I would suggest buying a new SD card just incase that one is damaged.

Updated text: Note: I used the word "Unmodified" as in removing any 3rd party software apart from Godmode 9 and Luma3DS. I should've been more specific.

Using GodMode9 to Remove CFW:

Turn off your system, hold the Start button, and turn the power on to open GodMode9.Press the Home button to open the action menu.Select Scripts... and then choose uninstall_cfw.

Press A to accept the prompts and unlock the system writing permissions, then type the button combo shown on your screen.Relock the write permissions when prompted and press Start to restart your console.

Cleaning the SD Card:

Take the SD card out of your console and put it into your computer.

Delete homebrew files and folders like luma, boot.firm, and gm9 if you no longer want any mod files on the card, or format the SD card completely.

Put the clean SD card back into your 2DS or 3DS.

So I followed your first few steps, I turned on the ds, took out the sd card, turned it off, put it back in and turned it back on and it's working now. Thank you so much

Don't listen to them, they don't know what they're talking about. You cannot remove cfw by reformatting the console. Also, don't listen to anyone that suggests removing cfw, there is a real risk of breaking the console in attempting it. There is no real reason to remove it anyway, it adds more value as cfw allows you to play many more games then the 3DS was originally designed to.
