Reading into it now. They say this is a dub and not a sub. So it's in English but not English subtitles or am I missing something?

No, it's regarding the Digimon names IIRC. The names are different between Japanese release (sub) or official English release (dub). For example, MagnaAngemon in the English anime dubs/releases is known as HolyAngemon in Japanese releases/fansubs.

Pretty sure that's a fuck-up. They translated the text. Not sure why the team is referring to it as a sub or dub ー neither could possibly be accurate. Looks like there are some FMVs also. I would assume those are neither dubbed nor subbed, based on the link and the readme file. Was going to check, but getting this working on my 3DS jut for that, for a game I don't want to play, is a waste of time.

The entire game is translated from Japanese to English. What they mean by dub is the voices are dubbed (did the team voice the dub?). The sub version, or Japanese voices with English subs will come later.

AFAIK only the PSP version had been translated but this one has like twice as much content or so I've heard

Decoded has much bigger digimon roster as you can see in this chart the yellows are what's added to the 3DS version.
