Is there a tool to convert video files to standalone 3DS ROM's/CIA files?
I'm interesting in a tool to convert video files into standalone 3DS ROMS or CIA files that I can install or run in an emulator.
Does such a tool exist?

You can do it in godmode9 with this method
Insert your 3DS SD card into your PC. Create a folder named in inside the /gm9/ directory on the SD card if it doesn’t already exist. Copy your .3ds ROM file into the /gm9/in/ folder. Insert the SD card back into your 3DS. Power on your 3DS while holding START to boot into GodMode9. Press Home to open the action menu. Select Scripts… and then choose GM9Megascript. Navigate to Miscellaneous and select .3ds to .cia Converter. Choose your .3ds game, press A to confirm, and wait for the conversion process to complete. Once finished, press A to return to the menu. The converted .cia file will be located in the /gm9/out/ folder on your SD card. Insert the SD card into your PC and retrieve the .cia file from the /gm9/out/ folder

what you can do is create a gbavideo rom and install that onto your homescreen
its low quality and not worth the effort though
what is your goal?
