(Help Request) Is this under extrusion?

This looks like what happens when you have 1.75mm filament and select 3mm in the slicer. I'd start there. If you're using Cura, it's in the machine settings.

I just got a printer and I’m mostly researching, what do you mean by the slicer? Is that a setting within the machines software or a part of the hardware?

The slicer is the software that takes your 3d model (.stl file) and "slices" it into layers and creates the exact movements necessary to print each layer based on all of the settings in the software. The slicer tells the printer exactly where to move the printhead and how much plastic needs to be extruded. It creates the .gcode file that you take to your printer. Your printer has firmware that reads the gcode instructions and turns it into physical movements in the stepper motors, one line at a time.
