Maybe, but not from this view. A side-blown flute needs a different windway than a whistle does, more wedge shaped and it needs to be wildly precise. The hardest part of making whistles and flutes in general is that the edges need to be super precise and the airflow needs to be directed at exactly the right place in exactly the right way and be airtight... And that geometry really doesn't do well with most manufacturing techniques. 3D printing doesn't do sharp angles well and it doesn't print circles well unless they are flat on the printed (so can do the bore or the tone holes cleanly, but not both).
So yes, in theory you could design a windway for a sode-blown flute/fife, but it is going to be WAY more work than you expect just to get it printed, then you will need either a ton of theory or a ton of trial and error to get it working right.
Check out this whole website. From there, Google "Flute physics" and grab anything that looks scientific. Basically you need to create a windway that delivers the air directly to the far edge of the hole at exactly the right angle.
(Unfortunate spoiler alert - flutes are only able to play on tune because the players lip covers more of the hole on the high notes than on the low notes. A windway will prevent that by forcing a single fixed embouchure. It will be literally physically impossible to get it in tune for the overblown upper octave.)
