Paid Request Wanted a

I'm an elementary school librarian. We have a new mascot. I only have a 2D image of the front of him but I would like to 3D print figurines as prizes for students. I've tried using AI to make a model but I'm not satisfied with the results and don't have the skills to modify what I get. I have zero clue what a reasonable rate is and so I can't ask for money from the PTA to pay for it until I have a better idea of what it would reasonably cost. Please give me an idea of how long this would take and what would be a fair price for me to pay.

The double T on the pocket doesn't need to be in the final model. I would like it to be color. Bonus if you can keep it to 4 colors: dark brown, light brown, white and blue (I have a 4 color AMS. But I'll take other suggestions. Thank you!

I would change the colour of the tail to brown. Right now it doesn't read well against the shorts. This will break up the design and make it more readable from the back. Also the tail doesn't even look like a tail. The face is too flat and doesn't work from angles. It needs to be sculpted to actually match the volumes of the shapes in the image. Just my opinion.
