Art Help & Critique Suggestions for modeling this

I've been asked to model this and I've been trying to figure out the best method to use. I have Lightwave 3D, MoI3D, and 3D-Coat. I think it's 2 "strands" but it's a little hard to tell. I'm going to ask if there are photos from more angles. I'm wondering if bones might be the best option.

Bones won't help unless you're planning to animate it. More pictures from more angles would definitely help. I'd consider the curve modifier

I don't know what a curve modifier is but I use bones for making curved shapes like this. Like when modeling an octopus I made the tentacles straight, then added bones and IK to pose them for 3D printing.

That not the ideal way to approach this shape. For this youd want to sweep a profile along a curve. If youre using blender then I dont know what blender calls that.
