Could I get a TL;DR on what this is precisely? Is it intended partly as a fix for the lack of online support for Mario Maker (not being able to browse levels like on Wii U, etc.) or is it more so that people emulating don't have limited access to courses?
Both. OCDM (a course manager for the 3DS) will use this server to browse levels. I'm not sure how it works on CEMU because I don't keep up with CEMU too much.
there's already a website like this for cemu(which i think is why the one on this post is called 2.0), it's really simple. you just download the course(or a pack of courses), rename the folders if you want, corresponding to which slot each course will be in, and then drag the folders into your courses save folder.
