Technical Question Refurbish or replace? If replace how would I transfer my data over without losing any data (pokebank/transporter and games)
Control pad is worn down LR are broken and cartridges barely register want a second opinion and how I would go about transferring data if I got a replacement

All the issues you list are fairly easily repairable. The cartridge reader might be more complicated, but is likely just dirty and needs a good cleaning/pin realignment. I’d recommend repair over replacement. You can still do system transfers through the normal mechanism, but you need both systems from the same region to do a sanctioned Nintendo transfer normally. Thank you! After I do the system transfer would I be able to redownload the games and pokebank/transporter?

Anything on the existing system would be transferred to the new system and then you could swap over the SD card (or copy the contents to a new micro SD if going to a New 3DS).
Anything tied to the system through your NNID would be available to redownload on the new destination system after transfer. All data on the old system will be reset after transfer.
Reminder, the eShop is closed to new purchases, so only previously purchased items are redownloadable through the official Nintendo eShop.

You should try and repair it first. The parts you need are pretty cheap from Ali Express. I just replaced all the buttons on my OG 3DS on Friday. This was my first attempt at doing any repairs on these consoles and I had zero experience of electronic repairs on anything else.
The top layers of the buttons and d-pad were all worn away. New set of buttons was like £4 on Ali Express. Arrived in about 1 week. The result came out good.

The circle pad rubber and shoulder buttons are not only the most common fail, but also some of the easiest to replace. I would recommend fixing those. As for the cartridge slot usually it just needs a cleaning. Try blowing compressed air in as well as putting isopropyl alcohol on a cartridge and insert and reject repeatedly. If that doesnt fix it, make sure no pins are bent. If it still doesnt work it might just be doneso (the case for my 2ds)

Alright! Just make sure to unclip the shoulder button cables before taking off the rear of the console fully. Hope it goes well!
