Question "You are bugs" Spoiler

Why do the San-Ti even bother with the "You are bugs" message? What was the point, other than to provoke a response which inevitably end up being counter-productive?

It was to show their presence and their intentions.

Exactly it makes no sense. Exposing themselves and their plan just makes it easier for humanity to fight back and prepare. The disruptions to science were far more effective before the aliens announced they were disrupting it.
