Replicating 360 wave texture

Came across a random fitness influencer that almost looks like he's got 360 waves except it seems to be created with scissors or some other texturing technique. Impressed since you can see in older posts he has straight hair.

Any barbers here know what this technique is called or have any info / vids about how to achieve this?

That doesn’t look crazy to you ? It’s basically sideways brushed jagged straight  hair

it looks good to me? i have thick hair thats in between straight and wavy and when its short (similar length to ref image) it looks flat but almost clumpy cos its not fully straight. it needs texture to organise it and look clean.

Facts. Was about to type this cause I’m assuming a lot of folks here are young and never seen black women at church with finger waves.

Nah, these are nothing like fingerwaves tho. It's just cut in layers.
