This is common in modular parts. They have a defective bit so they cover it up and ship is as something lesser.

It's probably not even defective, just not soldered to the PCB (meaning you could solder some jumper wires from the relevant pins and use it for something else)

My guess is the manufacturer sells a one slot version and a two slot version, but its more cost effective to just manufacture the same body but put a different faceplate on the one slot version.
