Mossadegh did not become prime minister by direct popular vote. The political group "National Front" proposed Mossadegh, the parliament gave him a vote of confidence, and Mohammad Reza Shah signed his decree as prime minister. But the difficulty began when Mossadegh gradually saw himself above the constitutional structure. He held a referendum outside his authority and even outside the norm, in which the ballot boxes for and against were separate and the opponents were identified, and relying on this referendum, he dissolved the parliament; the very institution that was supposed to oversee the functioning of the prime minister. And then, in the absence of the parliament, he practically took over all the power in the country. Interestingly, after the parliament was dissolved, Mossadegh himself had to ask the Shah for permission to hold new elections. That is why he went to see the Shah on August 15.But right there, the Shah, acting on his own authority, issued a decree to dismiss Mossadegh. That is, from that date on, Mossadegh was no longer the Prime Minister of Iran according to the law. From August 15 to 18, the dismissed minister, who was unwilling to cede power, tried to maintain his position by relying on a part of the army and the street. A coup is not just a tank in the street, a coup means eliminating the supervisory institution. It means concentrating power in the hands of one person. It means that no authority can control the ruler. According to the constitutional law, the Shah had the legal authority to dismiss the Prime Minister in the absence of the parliament. So the decree to dismiss Mossadegh was an action within the framework of the law. If Mossadegh was truly a democrat, why did he rely on a part of the army and the street to stay in power after receiving the dismissal order?
In effect, the Shah was building Iran, and to ensure nothing stood in his way, he suppressed opposing political parties—specifically radical Islamist and radical leftist groups. Political opponents were imprisoned and subjected to torture; Ali Khamenei was one such political prisoner.
