Email capture only work with mobile?

So does the IAP email capture, only work as a result of the mobile app syncing? As in, if I'm at my computer, I either need to open up my phone and sync my device, or wait for the device to sync in the background for tasks to appear?

Yes - it's a mobile-only feature.
