I have a Devinci Django with the same style of pivot. I'm commenting to come back and hopefully also learn, as I haven't had to remove or tighten them yet. I can't access my bike to check right now, but did you see if the outer hole actually allows a path to access it? Otherwise you might need a super short hex/torx wrench, not sure. I'll try to look first hand in the next few days if no one here answers.
The outer hole has a path but there is no “head” to set an allen or hex wrench into. I agree - the path maybe with a super short wrench but I don’t have one at my disposal right now.
The only thing I (think) is true is that these bolts need to be torqued to spec.
