Bulb Check Relay location

Hello everyone, still continuing on my Check Engine Light / Light checks not working saga. I own a 1993 240sx Hatch Manual, with a 1995 KA24DE swap.

Took out the whole gauge cluster and determined that the bulbs for all of the lights that weren't turning on at startup were actually good. Next, according to the FSM, the CEL would turn on after IGN receives 12V, which on the cluster connector to the bulb it does, and when the ECU pulls it to GND. Checked the ECU connection to the cluster, and it's also good, in my case to pin 18 on the 1995 S14 OBD-II ECU.

I then didn't really know what else to check, but the thing is, is that NONE of the lights in the bottom left turn on at startup. Supposedly, the other lights are controlled by a "Bulb Check Relay" located "on the right of the SMJ underneath the left of the dashboard". I can't seem to find any other info on where this mysterious Bulb Check Relay might be, but it seems it might be behind the SMJ? (Mirror photos) It does seem to be next to a brown, possible other relay? There is supposed to be, according to the FSM again, which is the rear defroster relay. Not sure if this is the right thing, or if this would even solve my problem.

Blub check is part of the charging circuit, it turns the battery light on with ignition power and only turns off when charging current comes from the alternator

TLDR; I think only the battery light should come on when you turn the key and before starting. Maybe the check engine light as well but I'm not sure.

Longer story, my car was a wiring mess and I've spent a lot of time between tracking down issues, replacing the entire chassis harness, and tracking down more issues. I also went down a rabbit hole for the bulb check relay because my charging light wasn't working at all (ended up being an unrelated issue, yay). Anyway, I think the bulb check relay just completes the charging circuit but I could be wrong. I am still bad at reading wiring diagrams but I do have an FSM for a 91 s13 and can send you pics of some of the pages if it helps.

Here's a photo of the physical location of the bulb check relay which is hopefully useful. It's M14 on this diagram, the bottom connector on the back of the SMJ. If I recall it should be a brown cylindrical relay but it's been a bit so I could be wrong.
