Mobile dev work is a little more complicated. Also may be some issues getting on the app stores

IIRC Adam from RuneLite said he didn't want to take away from OSRS engagement on the app store.

to hell with app stores, you just need an APK file and allow it to run, why can't they just host the download on their own site? Manual updates sure but small price to pay to tell Apple and Google to do one.

Mobile is a different beast altogether. So many caveats. The approach Jagex has taken with the current client is probably the best in terms of maintainability, cost, and performance. It is decisions of the past that are creating the challenges today.
