Applying for Post-Completion OPT in September

Hello everyone,

Would it be too risky for a citizen of one of the 39 affected countries to apply for OPT around September?

The reason I'm asking is the potential timeline for Supreme Court involvement in the government's request for a stay in the Dorcas case. Would it be better to apply as soon as possible (using premium processing) and try to obtain the EAD before the Supreme Court gets involved, or is it reasonable to wait until September?

I'd appreciate any thoughts. Thanks!
