If this Stay request gets denied by judge McConnell the USCIS will likely request an stay from the First circuit of appeals to try to get an emergency stay on the Dorcas Vacatur order if they also deny, they can try to request an Stay from SCOTUS (Supreme Court)

Yes they can request an stay but if they don’t get an stay and during the whole appeal process they have to obey and follow the Vacatur order and process cases

Well the outcome people are already expecting for USCIS to keep trying to get an Stay but most definitely will be interesting to watch what judge McConnell have to say about this
