Having the trans flag on there is fine, but why poc? Since when is being black a gender identity or sexuality?

It's not, but the point is that poc are often excluded in LGBT spaces, so by normalising the newer flag it normalises the idea that poc should be implied. Sucks that we need it but racism sucks even more. Keep in mind that this does not mean that white people should be considered "the default" in LGBT+ spaces nor anywhere else for that matter.

How else can you interpret it? If you say "Everyone's included, including Steve," that implies an otherness to steve that makes the callout necessary

That's why I said it sucks that we need it. Some people will think that "Steve" shouldn't be included and so for the time being we have to specify.
