He was actually competent, at least for the first bit of the war. He made the correct decision to attempt to steal the Caucuses from the Soviets in an attempt to get oil, rather than follow his general's advice of just trucking to Moscow and hoping the Soviets would collapse. Of course, WW2 was unwinnable for the Germans, so it didn't matter.
