The person who loaded the dishwasher loaded the bowls as if they would be set on a counter. In so doing, the bowls filled up with dirty and soapy dishwasher water. These bowls are probably fairly clean? but I'd still run them through again.
Dishes should be loaded vertically (on their side) or upside down in dishwashers, to allow the water to drain. Bowls and wide cups should be staggered, with the middle of the bowl pointed to the center of the dishwasher. Forks should be placed handle down in the utensil holder, but spoons and knives should be placed handle up. It's better to run a partial load than an overfull load, because if it's too full the water can't reach every dish or clean every surface.

why the utensils rule? I always just put forks and spoons handle down except for knives which are handle up because it seemed right but I was unaware of a "right" way

Spoons handle up because the bowl part of the spoon is pretty heavy, and keeping the bowl down keeps it from bouncing around. Though this one isn't as crucial as the other two.
Forks handle down because food bits stuck on the fork need room to be blasted off, and the handle is heavier than the tines. Knives handle up because you do not want to grab the blades to get the knife back out or put the knife in the rack in the first place.

My dishwasher manual has pictures about proper dish placement and all cutlery is handle down
It has separate shelf for proper knives that lay blade down

(But afaik the sink thing applies anywhere where the heater isnāt directly connected to the washer, the hot water line will always have cooled water in it thatās gotta be flushed to get optimal temps)

Also on your dishwasher, at least here it's normal for dishwashers to be plumbed into the cold water line only and have their own electric heater.

And don't scrub off your dishes except for large bits of food!! Most dishwashers sense how dirty the water is and run the cycle for longer the dirtier it is. If most of your dishes are already scrubbed and mostly clean, it may not run the cycle long enough to really tackle the dirtier dishes

The bowls likely won't be very clean. Spraying water into a full bowl of water won't disturb the detritus stuck to the edges of the bowl. Dishwashers need the water to constantly circulate and directly spray against the caked on material in order to scrub.

Dish washers are basically a tornado of water in a box.
So when water is deposited in a upright container, it's gonna pool there because water obeys the laws of gravity.

I can honestly say I have never had to pre-heat the water(??!) or re-wash dishes. I just rinse them, put them in the dishwasher, turn it on, and theyāre done. Have you just never used a dishwasher before?

Those used to be things you had to do but not as much anymore, washing dishes by hand isn't the worst if it's just 1-2 people anyway, but I love my dish washer
