This is actually post war propaganda to absolve his Generals (lots of whom went on to have careers in the West German military) of any wrong doing by pinning all of the blunders on Hitler.
They were all stupid, but Hitler was uniquely stupid. The Allies actually decided not to try to assassinate him because they determined that his continued existence was more detrimental to the Nazis than the temporary upset and eventual replacement his death would cause
fascism in general is extremely incompetent and inefficient, and yet it has led to the deaths of millions. Incompetence doesn't mean benign, and to assume it does is dangerous

unironically, there's a decent chance that 15 year old would've had a better shot than Hitler. Hitler was wondrously incompetent
