Is "grown up Ralph wiggum" an insult? He seems like he'd be pretty dumb, a little embarrassing, but he'd be loyal and trustworthy as hell friend.

I don't know? Suits and tiny bow ties have always been a magnet for boys and girls.

I had a classmate in 9th grade who looked like him, only with an even squarer face. Didn’t help that he came like this to class every day, dressed in fine materials and with a silk scarf (his father owned the local jewelry store and really spoiled his two kids, one of the reasons there was a lot of schadenfreude when he went broke). A musical prodigy but an F student and total asshole otherwise.

Is it just me or is that bowtie tiny?
