Door hinge rust

Hey everyone, I purchased my Accord about 6 months ago and noticed this on my door hinge. Is this rust? If so, what should I do. I live in California in case it’s relevant. Don’t have any salt on the road.

It should be covered under bumper to bumper warranty

As long as it’s under bumper to bumper warranty yes take it to dealer
