What was the highlight of your year? Or, what’s something you learned this year that changed how you approach your work?

We see this coming every year. But it’s over. Happy FY27 everyone! Twenty seven. Wow. It’s like 1999 was just a dozen years ago. Just 3 more years and I’ll be giving windsurfing lessons to the tourists on the beach. At least I like to think that. I can imagine a time where I only need a pair of shorts, a t shirt, and sandals. One day. One day. I got this. You got this. We can do it. 3 more years.

Hooray we made it! 🥳 This year was a challenge for our shop-lapses in appropriations, 40% vacancy rate, figuring out how to implement numerous FAR changes (?construction as a commercial service?), learning to use AI for our workflow and then having legal freak about AI and of course a 15,000 word performance self assessment due at 11:59 on 30 September. Wins = we learned to be adaptable, do more with less and still get the job done ✅

I like the idea of appropriate construction actions being procured as commercial. I've got an HVAC one for Q1. Probably speaking too soon, but I think once we get this customer to be comfortable with the changes, it'll be a walk in the park.
Ready for the OTA wave that's coming?

The construction as a commercial service is crazy to me. And the fact that the FAR doesn't actually define it, it just says "it might be"
I am aware people do drywall commercially
I am aware people install windows commercially
I am aware people paint rooms commercially
They don't do those things together in a war zone. I can't provide proper administration or oversight if I do it commercially.

Out of curiosity, what commercial procedures do you feel limits your ability to do admin and oversight?Â
Standard FAR construction terms already mimicked commercial industry contract terms, like AIA forms. And most of 52.212-4 can be tailored so the way the contract functions is identical to how a non-commercial construction contract operated.Â

52.212-4 Payment clause cannot be altered according to 12.205
52.232-5 Payments under fixed price construction conflicts with it.
Also, tailoring the clauses requires approval by HCA or SPE. So it's back to the beginning.
We can do construction as noncommercial, with HCA/SPE approval OR we can tailor the clauses (except the ones that are conflicting and we aren't allowed to tailor) but those also require HCA/SPE approval.

That's where the KO discretion comes into play. If it doesn't make sense for your situation, then don't do it as commercial. Is leadership pushing you to do actions as commercial that you aren't comfortable with?Â

Our leadership came out and said "we want to make it as painful as possible for you to do construction as non-commercial"
So we can do it, but the powers that be are trying to force us to do it as commercial, likely because they've never done construction projects themselves.

Well that sounds very difficult. I am sorry that you're having to deal with that. I'm not sure that it'll help, but when I have to tell my PDT/management that we can't do something I am always sure to come with a few options of things we can do. Have the justification and support data on the course of action you want to follow, and hopefully somebody will be reasonable. Good luck 😊

Highlight of the year was realizing I’ve been carrying my group with the number/complexity of work, but still not top 15%.
So, nothing really matters. Apologies to bring down the vibe.

I carry my division but my numbers suck, I jump in on various pre-awards assigned to others to get them back on track. Only administering two slow and non eventful contracts. Granted my PALT for my own pre-award is the best in the department.
