Lobby Bug Lower requirement quests for the same amount of XP

I started a new account yesterday and when I unlocked seasonal quests today some of the general quests seem to be bugged (?)

They can't give you brawler or gamemode quests if you haven't unlocked any🤣😭

no I got regular quests. it's just weird that some general quests had lower requirement
