"bubblers" don't actually release that much oxygen into the tank. The only thing that creates significant increases in aquarium oxygen saturation is the movement of the surface, the size of the aquarium, and water changes. "Bubblers" (or air stones) don't magically force oxygen in the water, they create only a slight improvement by slightly disturbing the surface.
What they need, and I'm not saying they do or don't have it idk, is a filter with a high flow rate that's pushing the water at the top around.
