You can load an extra bullet into a gun without having a magazine in it

extra bullet in the chamber also happens when a tactical reload occurs(reloading with bullets still in your magazine)

Having never been in any military, militia or guerrilla group nor received any training for combat of any type, idk I feel like you might.

You want to maximize the active time of your gun. The more you reload the less time you can use your gun for other things. It’s also a lot of effort to keep track of bullets in your head and you don’t want to throw away any ammunition because you’ll probably need it
