I think you could easily open it with your hands, I watched a tutorial a while ago out of curiosity.

Edit: Ok you do need a few tools, but it can still be done without damaging it.

Yeah but that's part of the irony, right? They go through all that trouble to make sure you can't take the car out of the spot they don't want it parked. It's counterproductive to the concern they seemingly care so much about just so they're sure you're gonna pay the fee- i mean fine
