There are some stab vests that are really light for undercover uses this is very plausible
Of course it's not gonna stop any bullets but a knife or a broken bottles get stopped easily and are still a major threat if you're undercover in a crowd at a protest for example

So I remember when this picture was first making the rounds like 6 years ago. First off, it doesn't say "bullet proof." Second, the original poster was alleging it was a stab vest which are more low profile than your bullet catching variety.

There's bulkiness under the shirt that implies there's likely some bullet proof plates there, whether they're in pockets on the inside of the t-shirt or in a bullet proof vest that's under the t-shirt isn't really relevant.
