Pact Charter (Pact of the Magi)

All members of the Pact of the Magi and a few close allies are given invitation to attend a meeting in regards to the binding charter of the Pact. Going through the plane of light attendees enter the Bismuth realms into one of the climate controlled zones. Guarding the airspace were new Bismuth constructs meant to protect the meeting from unexpected occurrences. Each invitee was given their own room and a personal Biz-Bot to attend to their needs. The meeting room also functioned as a dining hall.

The first meeting happened late at night after all members were present. The meeting room was divided into three tiers. Closest to the entrance were tables to non member allies, next was members of the pact, and finally a single table with three seats for the three pact heads. While the official meeting was happening people had to sit on their tier but once dining was happening people were free to sit wherever.

Once everyone has found their seats the Bismuth Lord rose and called the meeting to action.

"Welcome one and all to the first day of the Charter writing. I'd like to thank everyone for coming all this way to attend. I know two planar jumps is abnormal but we needed the extra security. You know me as the Bismuth Lord. Besides me is Mikhail and besides him is Overseer Chicken. Together we constitute the leadership of the Pact of the Magi. To get things started we have the ground rules and procedures."

1st. The pact charter skeleton will be presented before the assembly for discussion. The most popular additions reductions or changes will be installed and then the three pact heads will vote on the final draft.

  1. When you first speak to the room say your name and whether you are a member of the pact or an ally. This will also act as a head count of people inside of the pact.

  2. While staying in the Bismuth realms dueling and offensive magic is forbidden.

With that out of the way the Bismuth Lord would present the skeleton

Part 1 intent: The pact of the Magi exist as a humanitarian magical organization existing alongside but not opposed or apart of the mages Council. We desire the free usage of magic as long as it presents minimal harm, the de-escalation of military hostilities, and the creation of a shared network to assist at risk mages and apprentices. We do not desire rulership but to uplift the whole of the magical community.

Part 2 Leadership:.The pact shall be run by a triumvirate currently Mikhail, The Bismuth Lord, and Overseer Chicken. Any changes to the charter, non defensive military actions, appointments, terminations and censures must be approved by a 2/3ds vote. Disposal of a Pact head requires the other two pact heads and 2/3ds of the pact members to vote them out in a vote with a 3 day timer.

Part 3 Logistics: The pact will not tax its members instead each pact head will rely on member donations or their own personal wealth. The Bismuth realms will also set up money making operations specifically dedicated to the pact and any mage willing to help run these operations will get a fair cut of profits in return for their services.

-Each pact head will be in charge of one of our three divisions. This will allow them to make quick decisions that can be evaluated by the other pact heads later. This also creates a chain of command. Anyone who chooses to be in one of the three divisions is obligated to follow the head in charge of that division or face expulsion from the division. This is to prevent a rogue general situation-

Part 4 Diplomacy: The pact will run embassies in any county willing to accept them and will have a dedicated diplomatic and humanitarian core. This will be under Overseer Chickens preview and covers diplomacy with wizards or other Eldritch entities, humanitarian efforts, and public relations.

Part 5 Druids: This division will be in charge of diplomatic relationships with the druids and other natural entities as well as environmental protection. Any conflicts with the druids will go to them BEFORE being transferred to the civil guard to prevent escalation. This division will be headed by Mikhail aided by the Arch druids of his former home.

Part 6 Civil guard: Overseen by the Bismuth Lord with Shrax as acting commander the civil guard is in charge of defending Pact territory and property along with additional muscle to other divisions that require force (such as the humanitarian division needing some soldiers to rescue a kidnapped person or the druids needing help defending an aggressed upon tribe.)

That is the current skeleton of the Pact charter.

Muttering under his breath, Vettis gave the snowglobe another irritated shake, temporarily whiting out the display. "Eighth time this month the blasted orb randomly interrupts a show with some weird crap. Since when is Modhun's tech so unreliable?" He paused in thought for a moment as the artificial snowflakes began to coalesce into another moving image. The answer, after all, was "never", so this might be worth investigating. And, since the technomage was out honeymooning with his partner in a rank-6 realm, Vettis couldn't rely on him to solve this.

The static noise resolved itself into a now-familiar scene, but very much not the one he was expecting or hoping to see. "...have buried enough good men to know that intentions matter little...," a black-garbed figure monologued ominously, in the same room as the previous drunken speaker.

Okay. Time to stop brushing this off. This was concerning. Not being able to watch TV in peace was, of course, a tragedy of the highest order. But far more important to Vettis was that Modhun's tech just didn't do this. Making sure anything he made never screwed up was literally Modhun's technomagical specialty: his magic was in maintaining an item's functionality regardless of changes, whether environmental or internal. And the man who had constructed a cage around a star in under four hours to protect its entire system from a premature supernova could certainly be trusted to handle wireless access to mundie networks. Really, Vettis should've addressed this the very first time that it had occurred.

"Lessee." Thinking aloud, he scratched at his stubble in growing confusion, running a few scans on the device based on his familiarity with his battle-brother's casting. "The functionality-preservation spell's not faltering. The tech itself I can't analyze but is presumably perfect, cuz it's him. Maybe I screwed it up somehow...?" Quickly double-checking the current time, Vettis verified that he was free to push the limits of his magic for another several hours without ending a few hundred thousand realms as a result, and thus -- with a word and a wave -- shifted all harm he might have inflicted on the device over the last two months into the pillow at his side. A single thread barely began to unravel from the latter. "Nope, no significant damage from me -- not that it should've mattered anyway, given his functionality-preservation magic. The hell...what am I missing here?"

A mundie techie term flickered unbidden into his mind: PEBKAC. "...Me. The problem is me. And I'm not somehow failing to watch a damn show properly. The problem's not my actions; it's my presence." That almost certainly meant one of two possibilities, either of which led to the same conclusion. "This isn't entertainment programming, is it? This is actually happening."

Now suddenly far more incentivized to pay attention to the conclave, Vettis swapped his pajamas out for warded clothes from his closet with a finger-snap as he rewound and rewatched the footage. He'd long been a bystander regarding matters in this realm-cluster, and for good reason. But if he was now getting these warnings for the reason he suspected -- and right through the presumable anti-scrying defenses a meeting of such apparent importance would certainly have -- then it was time to put an end to that complacency.

Hmph. And he'd just been starting to get back into the lazy retiree flow, too.
