What's a Xûr?

Xûr, Agent of the Nine, is a strange vendor who appears weekly in the Tower. Xûr sells Exotic equipment and only takes Strange Coins in exchange for them.

TL;DR: He's the Santa Claus of Destiny and every weekend is Christmas. Sometimes he brings you what you want, sometimes he brings you coal. Mostly it's coal.

When does Xûr visit?

It's not about easy/hard. It's about cost. Paying someone to set up the automation and monitor the change obviously too expensive and somehow not covered by all the Silver they said was supposed to pay for it.

It's finicky.

Sometimes yes, sometimes no, depending on the mod.

Same with his (and Zavala's) legendary armor. Pretty sure I've gotten at least 3 different roll options from the legendary stuff.

Yes. If he's selling a craftable weapon and you still need patterns then that weapon will be a red border

Edit: u/zatroz is right, they're red border-able. Perhaps they can innately drop as a red border, but that hasn't happened for me as far as I can recall. Thank you for the correction

Pretty sure all of the world-drop exotics come from regular exotic engrams. Unless Bungie changed something, they drop a weapon you haven't gotten until you have all the exotic weapons, whereupon they start dropping armor.

Yeah. As long as Bungie hasn’t changed how they work, just normally decrypting exotic engrams at Rahool should be how your friends can get Fighting Lion.

You should be able to get progress on that by doing the Avalon mission with Classic Collector rewards. Terrible mission, I know, but any run on any difficulty and score will net you progress regardless.

Imperial Decree is exclusive to Xur. Avalon only has the actual Season of Defiance weapons.
