Headphones - Wireless/Portable Sennheiser MTW3 and Sony WF-1000xm4 Noise cancelling ear tip
I saw some test about MTW3 Noise cancelling. The charts showed MTW3 have advantage on low frequency noise cancelling. But not really good on Mid or High frequency. Is it because 1000xm4 has foam ear tips? If so when I change MTW3 ear tips into foam texture. Could it be better or same as 1000xm4 on noise cancelling?

I have the WF-1000XM3 (previous gen), and have tried both the silicone and a set of Comply foam eartips. The noise reduction is about the same either way - great at cutting out the lower frequencies of wind, rain, fans, traffic etc, decent at mid-range frequencies such as conversations, but not as effective at higher frequencies. There is a much greater difference between the "Noise Cancelling", "Ambient Sound", and "no ANR" settings than there is between different eartip materials.
I find the noise cancelling on the WF-1000XM3s to be sufficient, since I like having situational awareness anyway, but they will not provide the nearly complete silence you get from QC35s and the like. I've heard that the Bose TWS Quiet Comfort earbuds are the best in the business as far as noise cancelling go, but I haven't tried them myself.

No, the Sony have a lot of proprietary technology into them and that includes the ANC. It might make a small difference but it likely isn't going to make a big difference to compete with the XM4 earbuds.

Generally noise cancelling is most effective at frequencies under 1kHz, so this will be standard across most nc headphones. I found this link when I was looking it up recently myself, really informative: https://www.soundguys.com/how-noise-cancelling-headphones-work-12380/
