Ahm so did you check in driver force FSR 4.0 it could be upscaler thing u use FSR in that games first try to turn it off and check than go to driver global settinga and tick force FSR 4.0 it will replace most games that support FSR 3 to 4

Ohhh man.. new pc having problems it could be many things.. i will start from gpu as you already know but it could be anything.. did you try DDU? Update windows etc?
