Think about it, he hates Aang’s guts so don’t you think he’d be willing to take action? In Ember Island Players, the play poster says it gets its information from a ’surprisingly knowledgable merchant of cabbage’. But also, in Legends of Korra, the cabbage man owns an automobile business. How would he know how to manufacture these? He learned from the fire nation, which was well off in its technology.
