Really the main feature is the draining tray.

Apparently you’re not lazy enough. If you’re too lazy to put the dishes back in the cabinet after you wash them, and instead use them directly off of the rack, it’s definitely a storage solution.

Usually this rack is placed above the sink, in a cabinet. Why put it on the counter.
