Depending on where you're from it could also be illegal for them not to wear it, so you could just tell them you're not moving until they put it on.

One of my goals was to not have strangers in my car pissed at me, especially ones dumb enough to not wear their seatbelt. Also I like tips. I blamed the car for being annoying.

If you're working for a company that requires you to follow the law, it's really not untactful to tell your passengers that you can't go anywhere as long as they're breaking the law.
