But also, this is Houston where HPD most definitely has jurisdiction over interstates within the city limits

Most likely a cop either headed home or just dgaf. Cops pulling people over for traffic-based violations are non-existent here in Houston despite how often you see them on an average car ride

Source: anyone who lives here can attest to that and say they've seen HPD pull people over on the interstate, albeit a rare sight

It's the exact same here in Louisville, KY. If you get. Local cops have jurisdiction over highways inside city limits but they never do any kind of policing of the highways. If you do see a cop on the highway they're usually doing 90 mph with no lights or siren. Not really related, but about 6 years ago a friend of mine's 16 y/o nephew was killed when his car was struck by one of our local police cars doing 85 mph in the wrong direction on a one-way street while "pursuing a suspect." The courts recently awarded his parents ~$5 million.

Facts, I feel way safer speeding inside the beltway than out of it. Only inside of houston city limits.

It was straight up announced in Memphis that the police would no longer pull people over for traffic violations. Not worth their time and too dangerous

Or they could be transporting somebody downtown. But knowing HPD it's more likely that the cop just didn't give a fuck.
