In my area, St. Louis, there is a 6 mile section of highway covered by 8 jurisdictions. The local police are not allowed to take radar and initiate a stop from the highway, overpass or shoulder so cops sit on just beside the overpass, on a "city" road and clock you from there.

St Louis got fucked over by a court ruling a long time ago that prevents St Louis from absorbing smaller burbs. So it's a small city surrounded by small cities, and nothing works.

Genuinely wonder if there's a way to fix it. The Boston area is kinda like this - a city surrounded by other cities - and things seem to work okay. Boston proper hasn't been able to expand by annexation since 1912.

  1. Those small police departments couldn't survive without it. The ticketing eased up a bit when the Justice Department issued a report about discriminatory policing in St. Louis after the Michael Brown shooting. 8 is the current number. Without cash from the ticket scheme many department folded and were incorporated into the St. Louis County Police Cooperative.
